Le 20 novembre est la Journée mondiale des droits de l’enfance, célébrée chaque année à la date qui fut celle de l’adoption par l’ONU, en 1989, de la Convention internationale des droits de l’enfant dont le régime russe transgresse quotidiennement les dispositions. Cette date est pour nous l’occasion d’alerter encore une fois sur le sort des dizaines de milliers d’enfants ukrainiens kidnappés par les troupes d’occupation russes, depuis 2014 et plus encore depuis l’invasion à grande échelle de février 2022.
Ces enfants ont été et sont encore arrachés à leurs familles ou aux institutions qui en avaient la garde, déportés sur le territoire de la Fédération de Russie, privés de leur état- civil et russifiés de force, souvent adoptés par des familles russes à la faveur d’une loi récente (30 mai 2023) qui instaure une procédure expéditive en 24 heures.
Malgré un accès difficile à l’information, car le gouvernement russe efface systématiquement la trace de ces rapts, les autorités ukrainiennes ont à ce jour recensé précisément près de 20.000 enfants volés, mais leur nombre est vraisemblablement de l’ordre de 200 000 alors que le régime de Vladimir Poutine a déclaré en « accueillir » plus de 700 000.
Parmi les nombreux crimes de guerre commis par les troupes d’invasion russes, ces déportations massives d’enfants constituent, selon le droit international, un crime génocidaire qui vise la destruction et l’extinction de l’Ukraine comme nation. La Cour pénale internationale a d’ailleurs émis un mandat d’arrêt pour crimes de guerre à l’encontre de Vladimir Poutine et de Maria Lvova-Belova, sa commissaire aux droits de l’enfant, très activement impliquée dans ces enlèvements.
Les efforts conjoints des autorités ukrainiennes et des ONG qui mènent un travail d’identification et de localisation des victimes de ces kidnappings, ainsi que des parents décidés à retrouver coûte que coûte leurs enfants ont permis, à ce jour, de rapatrier environ 300 enfants malgré l’obstruction et les dénégations du régime russe. Celui-ci refuse en effet de laisser intervenir la Croix-Rouge internationale et l’Unicef.
Plus le temps passe, plus il devient difficile de retrouver ces enfants dispersés dans diverses régions russes et dont le nom a souvent été changé.

dédiée au sauvetage des enfants ukrainiens volés
et à leur retour en Ukraine !
À l’échelle internationale, un groupe d’action, « Bring Kids Back UA », vient d’être créé en liaison avec la présidence ukrainienne et Mme Daria Guerasimchuk, médiatrice du gouvernement ukrainien pour les enfants enlevés.
La France doit s’inscrire activement dans cette démarche et dans le droit fil de la résolution 95, votée au Sénat le 17 avril 2023, condamnant la déportation d’enfants ukrainiens par la Fédération de Russie et invitant le gouvernement français «à lancer une initiative diplomatique internationale en faveur des enfants ukrainiens afin de faire pression sur les autorités russes pour qu’elles permettent aux organisations humanitaires internationale et en particulier aux instances des Nations Unies d’avoir accès à ces enfants sur le territoire russe et dans les zones contrôlées par la Russie ».
Le Président Emmanuel Macron s’est exprimé le 17 octobre 2023 à l’ouverture du Conseil de l’Europe à Reykjavik en exigeant que la Fédération de Russie rende les enfants déportés à l’Ukraine.
Il faut maintenant agir !
Nous demandons au gouvernement français et à la représentation nationale de tout mettre en œuvre pour la création d’un Comité qui agisse pour le retour des enfants déportés, en liaison avec la plate- forme internationale Bring Kids Back UA initiée par la Présidence ukrainienne.
Déjà, l’association Pour l’Ukraine, pour leur liberté et la nôtre a été à l’initiative d’une action en direction de la Cour pénale internationale et d’une campagne à laquelle toutes nos associations se sont jointes.

à 18 heures
